Install Flash Plug-in with NON administrative rights

Hi,
I have my domain configured to install all applications
through GPO for all my client computers. Applications from
GPO include:

SP4 Win2000 (If Win2000)
SP1A WinXP (If WinXP)
Office XP
Acrobat Reader 6.0.1
McAfee VirusScan 7.1

Maybe this is irrelevant to my question, but what I want
to say is that I sometimes forget to configure little
things at the domain level, or at the user/computer level,
and this becomes irritating when I get calls telling me
that things do not work because of not having enough
rights to install some stuff.

I'm talking about Macromedia FLASH plug in, that almost
all sites now have integrated into their web pages. If the
user is not an admin or a power user that can install
programs, this plug in won't install till I login
personally and install the plug in.

Is there a way to let users install THIS specified plug in
without being called every now and then to install it? Or
changes to such setting at the domain/GPO level would
affect all future plug ins installation?
