Install English version over German?

A PC with a German installation of Windows XP Tablet Edition needs to
be changed to French. The required MUI can not be added to this
version, but only to the English-International version. My question:
Can I install English-International "over" the existing German
installation in order to afterwards add the French MUI ? Thanks a lot,

Depends what *you* mean by "over".

You can format and install fresh - yes.
Otherwise - no.
