Inserting rows across worksheets

That is my first question. How do I insert a row on a worksheet and have the bumped ones move to the next sheet? I must have something set that is keeping this from happening, I am using 2007 and am wanting this to work to make my list easier to add and delete rows.

My next question is, How do I create a template with fields in excel 2007? The list I am working on now will be similar next school year with some changes, but I want to be able to go in and edit changes each school year without redoing the entire list. Thanks for your help!
