Inserting picture as background

How can I insert a picture as backgound? The option to insert the picture is
greyed out and not accessible. Office 2007 Standard on Vista.
 
Ensure that the slide thumbnail is selected and you are in the normal view
(not slide sorter view).
Then, click Design > Background Styles > Format Background.
Select Picture or texture fill.
Under Insert From, select "File".
Look for the picture you want, click ok.
Click Close to apply it onto current slide, or click "Apply to all" to apply
the background to the entire presentation.
