inserting graphics into Outlook Xpress messages

I have followed all of the instructions in the files about
activating the ability to embed graphics into the text of
my messages,but the word Picture is STILL not available to
me for use.
Am I doing something wrong,or is there something I am
ovelooking or some step not in the directions?
 
Hi David,

For Picture to appear:

You must first go to Format and select Rich Text (HTML). Then go back to
Format, Background and select Picture.
