Inserting Form Fields Into ClipArt

I'd like to insert form fields into a document which has a jpeg file as the
background. Can anyone tell me the
general procedure to follow. Does the clipart go into a text box or a frame,
and then how do I insert the form fields?
It seems that if I have the imported jpeg file imported it disables the form
field insertion mode, or else the document gets locked to protect it from
additional changes. I don't even have the document protected when I try to
set it up. One of the most vexing problems is that I can't insert the
form fields anywhere the picture is situated. Any suggestions would be
greatly appreciated. Thanks in advance.

Format your picture as being behind text. Then float frames over the picture
to hold your formfields. What you are talking about is what Word calls an

Well, I managed to insert the picture (which is the online form I want to
have the user fill out), and I formatted the picture to be "behind text," as
you suggested. Then I tried insert a frame, but the frame menu instructed me
to insert fram above, below, to left, to right, etc. I thought I was going
to get a crosshair to insert a frame around the area where I wanted to
insert the form fields, but this didn't happen, and I can't figure out how
to "float" them, since I get a screen split no matter what I do. I'm using
Miscrosoft Word 2002, and I started learning about frmes from a Que Manual
from 1993 concerning Word Version 6, which also seems to indicate that I
should also get a floating frame creation point. But, it also said that no
text, table, or other object is selected, yet I'm trying to insert the frame
right inside the text box with the picture. Even on a blank document,
however, the Frame toolbar acts the same. What am I doing wrong? Thanks in
advance for any help.
