inserting comments on protected cells

I have a multiuser spreadsheet and like to turn on the protection to protect
locked cells. I leave certain cells unlocked for them to put in values but
it won't let them insert comments. Is there anyway to protect my worksheet
but still let users insert comments into unlocked cells?

Ian, when you protect the sheet check allow users to edit objects
