Is insert editing available on windows movie maker. Insert
editing would allow me to insert a segment of video
replacing a segment of existing video w/o affecting the
underlying audio and not altering the timeline of the
remainder of the existing video
 
No, it's not a feature... you have to make all adjustments manually.

What level of editing software do you have to get into to
acquire that feature? The $199 Dazzle or Pinnacle or the
$699 Adobe Premier.
 
I have Premiere and know that it can do it, but I don't know about others
