Insert Text From File problem

In Word 2003 if you attempt to insert a file into a document and the file is
in use a prompt is displayed (Read only copy, Notify, Cancel)

In Word 2007 the prompt disappears if the file is in use

Has anyone know how to resolve this

I am unable to reproduce that issue. I only get a warning when an attempt is
made to *open* a file that someone else has open. Merely inserting it
inserts a copy of the file and should not prompt a warning.

This is still an unexpected change in how this works from 2003 and doesn't
make sense to me.

If someone is actually still working on the document that is being inserted
into the other document, then what contents would be inserted and how would
the person inserting the document know that it is currently opened and being
worked on

I have tested in Word 2003 also and it appears to work the same way. The
last saved version of the file is inserted and there is no prompt unless you
try to open a document that someone else has open.
