Insert foreign characters

I hope this is the correct newsgroup since this could be a keyboard problem.
I understand that I should be able to insert foreign characters in various
programs, such as Word and Scriptware, a scriptwriting program, but I
cannot. I use Windows XP, if that makes a difference. In Word, for example,
when I hold down Alt and enter the proper three-digit numbers in the numeric
keypad, I get playing card symbols and happy faces. When I tried to insert
characters in Scriptware, I got nothing. What is wrong?

This is more than likely just the programs not being able to interpret the
charachters correctly. Have you installed the language packs for the
languages your interested in? For example if your system doesn't have a way
of being able to tell extended charachters are supposed to be Russian then
my greeting will look like garbage.
