I've received a series of .ins files from a user. She
thought they were files created by an older version of
VISIO and should be VISIO charts. Can anyone tell me
whether a .ins file is viewable, is there any possibility
they're VISIO, and how would I open them?

Find out what they are.

They are normally Internet Communications Settings files, opened with
ISIGNUP.EXE but you should be able to view them in Notepad.
If not, then ask the user what they used to create them.
