Inline Graphics in Email Receive OK but Attachment Icon Appears

Using Outlook 2003. If I compose a new email (HTML format), select "insert
picture from file" and insert a .jpg or .gif into the body of the message,
then send to myself to test formatting, when I receive the email, the message
is there with the inline graphic in the message body, but the attachment icon
appears in my inbox. When I select "save attachments", nothing comes up, as
there is no attachment to save. The graphic is inline. This only started
happening recently. What's going on?
