All inline pictures and signatures sent to myself are attachments.

I am trying to develop a signature with graphic. It seems to work when I sent
a message, but when I receive the mail the signature becomes an attachment. I
have also inserted picture inline with test and they also become attachments
when I sent them to myself. Why can't I receive picture and signature in the
text of the message?

Nope, that option should be unticked to make sure it is not Outlook
converting your messages to Plain Text.

If you are running any security suits (McAfee, Norton, etc...) you might
want to check the settings there what it does to your emails. In general you
should disable all mail scanning features. Default Outlook security settings
and an on access scanner are sufficient.
