Ink tools, freehand, paint

I think I remember being able to use the mouse as a pen (like in MS Paint) in
past versions of Excel. When I try to add the ink tools toolbar Excel will
not allow me to use the icons. I'm thinking this might be just for tablet
PC's. Does anyone know and/or have any alternatives?
