Initiate rule after reading?

Is there a way to initiate the rule after you read the email that comes into
your inbox? So it will sit in your inbox til you read it, once it is read it
will auto move to the folder the rule is set up to move it to?

No. Outlook's rules only work on mail as it arrives. Auto-mate and others
will work on mail after a period of time.
