Initial Proxy settings fail when starting IE

The PC having this problem is running Win XP sp1 and is a W2K domain
member, proxy settings are enforced via group policy using a reference
to a wpad.dat file. If any user logs onto the PC and launches IE,
they are unable to browse the internet - if I check the LAN settings,
they are correct (referenced to the wpad.dat file). If I change the
settings to manually specify a proxy server name (and de-select the
wpad.dat option) then refresh the browser, internet access is
restored. This is fine until IE is fully closed then re-launched and
internet access fails again. The settings have remained as I have set
them (manually specified proxy server name) however, if I then change
the settings back to the wpad.dat file reference, internet access is
restored!! It seems that either setting will not work on initial
launch of IE, but a change in the LAN settings then allows access, as
long as the browser is not closed again. Has anyone else experienced
this problem?? I have tried fully reinstalling IE 6 (as per
KB318378), recreating user profiles, using alternate logon accounts
but still no success.
