I would like to set it up that when I start typing in a drop box that past
entries won't pop up. I personally find it annoying and don't need them. Can
I change my computer settings to disregard this.

Drop box WHERE?

Allow me to try again, when I enter a user name into a website windows has
saved it so the next time I go it is there to retrieve. I would like to do
away with that option.

And /presumably/ we are talking about Internet Explorer? there's usually a
box to check "Remember me on this computer" or similar. Don't check it!

By "Windows" do you mean the Internet Explorer part of it?

If so, click

AutoComplete
and uncheck the appropriate boxes.
