informatic bogue with windows XP

I need your help for reolving the problem with my computer.

Packard Bell
Pentium 4
Windows XP (with Pack2)

Many times (but not always), when I turn it on , and before any other
action, it freezes and i can't do any thing, it dose not answer to the mouse
nor to the keybord, and I shoud turn it off and rebegin....sometimes 2 or 3
times.
I notice also that it takes a considerable time between turning on the
computer and full activation, and during this time i hear the hard disc which
turns and turns....

There is not any virus.....( Norton antivirus)
This is not a problem with Pack2, I had it before installing Pack2.
I have reinstalled Windows on my computer for resolving this problem,
without any positive result.

Can you please help me to resolve this problem. I am not very good in
informatics, please write in a clear and simple way, what should i do step by
step.

You have hardware failure. Here are some general hardware
troubleshooting steps:

Testing hardware failures often involves swapping out suspected parts
with known-good parts. If you can't do the testing yourself and/or are
uncomfortable opening your computer, take the machine to a professional
computer repair shop (not your local equivalent of BigStoreUSA). Or if
the machine is still under warranty, contact the OEM for tech support.
