infected by worm should i reformat harddrive

we hav used norten to remove but the desktop has a overlay of some web based
vires removal site that ask to pay to have this problem fixed

What virus did Norton (I guess anti-virus) find?
Whad did Norton do about it? (quarenteen? removal?)
What "web based vires"? Please describe.
What other problems are you experiencing?
What kind of computer/Operating System do you have?
What else have you done to try to fix the problem?

NEVER pay a website to fix virus problems for which you have already
purchased software to fix.
