INF file txtsetup.sif is corrupt or missing status 13

Windows is unable to load both my internal and external cd/dvd drives and
when I tried a boot disk I got "INF file txtsetup.sif is corrupt or missing
status 13" and it exited. Obviously I cannot reinstall Windows XP without a
cd drive and neither of the ones I have, have downloadable drivers. In device
manager both drives are showing up, but with a yellow triangle containing an
excamaition mark and the error message. Also system restore, help and support
and troubleshooter are not coming up. I seem to have a real paradox on my
hands :(
