INDIRECT !@%?

I’m having a scaling issue…
=QUARTILE(Sheet1!$C$2:$C$45,A3) works well!
A3 resides on sheet2.
Also on sheet2, resides =COUNTA(Constructs!P210000) in cell Q1
I’m trying to use INDIRECT to scale the Quartile formula.
Here’s what I’ve got that’s not working:
=QUARTILE(Sheet1!$C$2:indirect(Sheet1!"C"&Q1,A4))
Can this indirect method be used for quartile?

=QUARTILE(Sheet1!$C$2:INDIRECT("'Sheet1'!C"&Q1),A4)
