Index files /re post

When information is deleted from within index.dat files, is the information
truly gone or is there another file somewhere that logs the files that you
have just deleted and why are there so many index files, what do they all
mean?
 
Index.dat files are catalogs for the system. Sort of like a listing of what
is. Removing something from it does not delete it, it just removes the
reference for the system to locate it.

So how does one ever truly delete something?
