index.dat cleared when clearing TIF?

I've read a lot of articles about how index.dat stores information of
previous internet activity, and that index.dat is not cleared when the TIF
folder is cleared. Is this still true? When I clear the TIF folder in the
internet options the index.dat file seems to have been overwritten, even
though the size is still the same. I've used a hex editor to look at the
index.dat file and all the URL, REDR and LEAK records are gone.

Is this something that have been fixed in IE 6 or in a previous version? Or
is this something that came with XP sp2?

I have Windows XP home editioin sp2 and Internet Explorer 6.
