indestructable temp files

I haved read everything here on getting rid of pesky temp files that won't go
away.
Outside of downloading special software I have tried everything that has
been suggested and nothing so far has worked. I have 19 of these
cteng_1_1_41154322005.dat I can't open any of them to find out what they
pertain to. They won't let me move them. Safe mode didn't rid me of them.
Any more suggestions?
 
Are they in your Profile temp or System temp folder ? One thing
to try is a folder redirection. Reset the appropriate Temp variable
to a new folder or drive, reboot and then check the location that
was previously used. File handles should be removed/unlocked
so the files can be removed. Then re-direct back to the default
location.

Delete the entire Temp folder, reboot and XP will create a new one.

I tried to delete the entire Temp folder but it would not delete for the same
reason. Used by someone else or read only. I am the only one that uses this
computer.

Log on using the Windows 'Administrator' account, by default the password is
blank (none).
Then navigate to the folder containing those temp files and see if you can
delete them.

I am the administrator of this computer. The only way I can log on as
Administrator is in the safe mode. But my profile settings and the temp file
are not there.
I disabled my anti virus and security programs and then I could delete them
but when I rebooted they were back. Could these files belong to Norton
antivirus and that is the program that is using them? I'll try and check on
that.

I have Norton and the file names you mentioned don't exist on my PC.
Question: does each file have a different date, like one file created each
day?
Also see if you can view the contents using Notepad or WordPad, expect most
of the contents to be unreadable but sometimes there is also some plain text
that can identify the application.

You can find out what process is locking the files by going to
www.sysinternals.com and downloading Process Explorer (Freeware) . Run
Process Explorer and click on Find>File Handle. Enter the file name (or the
last few letters + extension and Process Explorer will tell you what process
has it locked.

From Process Explorer I found out these files are produced by my Incredimail
Program. I have now sent a copy of all of them to IM tech support to let
them figure out how to get rid of them.
