I have Office Outlook 2003. There are three panes on my screen: the
left one has all my mail folders; the middle one lists messages in my
inbox with sender, date and subject; and the right one is the reading
pane.

Although the text is displayed in a good size in the left pane
(probably 12 or 14 pts), the other two are too small (perhaps 8 pts).
I'm surprised that these are not the same. Can you explain why not?
Can the font size be set larger in the middle pane and the reading
pane?

With the default Windows and Outlook settings they are all the same size.
The left pane is controlled through Windows Display Settings as it is global
for all applications
The center pane is being controlled by your View Settings (button Other
Settings...)
The right pane is being controlled for
-Plain Text; settings in in Tools-> Options-> tab Mail Format
-HTML and Rich Text; by the one who composed the message
