Yep.

Right-click desktop > Personalize > Windows Color and Appearance > Advanced
Change 'Caption buttons' from its default of 19

PS A remarkably relevant signature ;-)

Right click Desktop, choose Personalize, click Window Color and Appearance,
click Open classic appearance properties for more color options link (middle of
page), click Advanced button, choose Active Title Bar from Item: drop down list

Thanks Jon. I'd been at that location before, but it didn't occur to
me to click on "open classic appearance" because it refers only to
"more color options". Shoulda known...

Oops, just discovered this also increases the size of the taskbar
icons, which I don't wanna do. Any way to accomplish this without
affecting other buttons?

Ugh, I was playing around with personalization of caption buttons and
active title bar, now my taskbar icons are fuzzy and I can't remember
what the default size values were. Both are now set at 19, must have
been different before since the icons were crystal clear...

Default is 19

This often happens when such changes are made, it should sort itself at
the next boot and you will have clear tray icons at the new size.
No idea why this is.
