Incorrect RAM Amount in System Properties

We set up a Windows 2000 Advanced Server and it list 5.6
GB of RAM in the System Properties. The HP server was
purchased with 8 GBs of RAM. The boot.ini file was set
with the /3GB and /PAE switches which should give the
server the ability to grant 8 GBs of RAM. Why did I
receive the incorrect memory count from the System
Properties.
