Incorectly ordered

When I check permissions on particular files or folders on my server, I get
an error stating the "permissions are incorrectly ordered". After I click
ok, the permissions display as they should. This is causing me problems
with a third party application I am running on my server. How can I correct
this incorrectly ordered permission issue?

I am also getting this error, Windows 2000 Adv. Server SP4. I see a fix in the KB for XP, but not for 2000. Anybody at Microsoft have the fix for this? BTW, not using cacls.exe. Thanks.
