incorect size reported for hard drive

why is windows seeing hard drives smaller than what they
are and how can i corest this please help

i have an 80gig hdd and when i look in my computer it reads 76 gig...this is normal as when you install a hdd they always read smaller than what they are

It depends on your counting system. If you assume that 1000 Bytes=1 kByte
then 80 GBytes sounds about right. If you assume that 1024 Bytes= 1 kByte
then 76 GBytes would be correct. Both measures are in use.
 
80 gig is the unformatted capacity. Formatted NTFS, it
will be about 76 gig. FAT32 will allow about 73 gig
usable space.

Same thing as is in effect with a floppy disk. They're
1.44 mb unformatted - 1.38 something formatted.
