Incomplete installation of Windows XP SP1

Hi,

I have tried to install Office XP 2003, and setup stops with a message
saying that it has detected an incomplete installation of Windows XP Service
Pack 1, and that Office XP 2003 won't work in that environment. But that
upgrade is needed by my colleagues, and the only way it can be done is by
reinstalling windows... or by downloading the service pack and installing it.
But downloading the service pack would take so much time. Service Pack
Uninstall is not available in Add and Remove Software. Do you know another
way around this?
