Inbound emails losing formatting

Outlook 2003 is converting inbound emails from rich to plain text, is this
because the sender is using Outlook 2007 ?

Are these e-mails coming over the internet, as opposed to an in-house
Exchange server?
If so, the sender can set the option to convert outgoing messages from rich
text to either plain text or HTML - the recipient has no control over this.
