Inactive Icons Not Hiding

Hi,

On my taskbar properties I have "Hide inactive icons"
checked. When my computer first starts the icons are
hidden. When Nortons Antivirus finishes doing the start
up scan, the icons are visible. About an hour later or
so later the icons are hidden again. Then while visiting
any website the icons may appear again for no apparent
reason. Then about an hour or so later they are hidden
again.

My computer is a Dell with XP and all updates. It was
also doing this before SP2 was added. Does anybody know
what causes this and how to fix it? Any help would be
appreciated. Thanks.

As far as I know, the "hide inactive" icons feature hasn't worked since
the beta and still doesn't work after SP2, although I confess I still
leave it turned off.

concerned with this meaning that there was a problem with
my PC and/or XP. I am glad to know both are working fine.
