Inaccessible HKEY_CLASSES_ROOT

Hello,

Recently, the permissions for my HKEY_CLASSES_ROOT tree were deleted.
At the time, I could not execute any application, and I could access or
import any registry information into that tree because I did not have
the permission. Now that the computer is off, I cannot boot into
Windows and login. It locks up before I can see a list of users. I have
tried safe mode and the "Last Known Configuration" option; neither have
worked.

What should I do to restore my computer?
