inaccessible CD writing drive

Although I'm able to burn music CDs, I find the CD writing drive is
"inaccessible incorrect function" when I try to move digital pictures to it.

Moreover, despite the suggestion in a MS help piece, inserting a blank CD in
the drive does not result in a box that asks what I want to do. Nothing at
all appears.

Both of the above are true for my desktop and portable.,
