inaccessable boot device after imediate shutdown.

When I click on shutdown or restart the computer
immediatly shuts down as if I pulled the plug on the
machine.
Next time I power up I get a blue screen with the error
Inaccessable boot device. THe only way to get back into
windows after this is to put in the windows 2000 cd and
run a repair.
There are no errors in the error log and no device
conflicts in hardware management.
OS varriables: windows 2000 professional sp4, 1gb ram,
AMD, I think power management options are turned off in
the bios.
