Inability to use user account tasks

Hi,
Despite having an admin account, Whenever I go to control panel>user
accounts and click on one of the tasks [i.e. Change an account, create
an account, change my picture], absolutely nothing happens. Ive had
this problem for a while now. I've used all sorts of registry cleaners
and antivirus software but I still cant change or create an account.
When I click on the task, nothing happens. Please help me!
