Inability to nter Safe Mode for adware file removal

I have two workstations, both configured the same. Both
were recently inudated with Spyware and Adware files as a
result of my stupidity. I attempted to download image
files from an overseas Web site. Was able to completely
clean the one system however, the problem system; after
scrubbing (formatting the disk and starting over) the
harddrive, reloading Windows XP Pro from the disk and
downloading Service Pack 2, I am unable to enter the safe
mode. All appears normal, the system goes all the way to
the point of loading (scrolling) the System32 drivers and
files but instead of entering Safe Mode, it reboots. Any
ideas?

dude

go to the run command and type msconfig , once there
click the BOOT.INI tab afterward just add a check mark on
safeboot .. click ok or apply and reboot , see if that
gets you into safemode ... after you are done in there
just remove the check mark
