In Word 2003, How do remove track changes?

Where do you go in Word 2003 to make the default be track changes off?
 
It IS off by default. I suspect what you are seeing is that documents open
with the Reviewing toolbar displayed, which is the default if they contain
tracked changes or comments. Although you *can* disable this feature,
there's a reason it's on the Security tab of Tools | Options: it's intended
to protect you from the embarrassment (or even legal liability) of sending
out a document with unaccepted changes and undeleted comments.
