In the link bar properties style tab?

In Frontpage 2003, in the link bar properties style tab, I notice whenever I
choose a graphic style for my navigation buttons an array of four buttons are
outlined when selected. When I click on my choice, only the top two buttons
are always inserted, never the bottom two. How do I get the program to select
the bottm two?

The bottom 2 are the styles (images) from your Theme (using Nav view and nav bar settings) for Same Level (Back/Next) and Home /
Parent (Up)
- you want those images as a "default" for any other nav bar type you need to edit your theme graphics to use those images instead
of the current ones
