in outlook,to comfirm an email link,it won't work

apon opening an email from my in box ofmy outlook express, it will tell me
that before we begin sending the information you requested, we need to be
certain we have your permission
please confirm by clicking the link below

not just this email but every email that i
opened, i have not been able to confirm that i even received thier emails
because i am not able to click on or visit their links,the hand symbol
appears,but nothing ever happens.CAN YOU PLEASE HELP ME!!!!!!
