In Outlook, the Reading Pane must be made available for the Draft.

In Outlook 2003, the Reading Pane must be made available for the Drafts
Folder - currently, this is not available for an unknown reason. It used to
be available in Outlook 2000.
 
Thanks, it's a known issue and will probably be fixed in a future Hotfix,
Service Pack or version.
