In Frontpage 2003, insert, form, group box dimmed out

I'm new to Frontpage 2003, adding forms, after insert, form, the group box
option is dimmed out, I'm overlooking something
 
Have you selected the one or more form fields first?

Have you opened your Site?? (File > Open > Site).

Nothing (or not much at any rate) works without opening a site to work on.
 
Tools->Page Options - Authoring tab

Set Schema to Internet Explorer 5
Set Browsers to Internet Explorer Only or to Custom

Note the Group Box will function in all browsers except Netscape 4xx, which
ignores it.
