TRYING TO ROUND TIME EQUATIONS TO THE NEAREST QUARTER HOUR. FIGURED OUT HOW
TO DETERMINE THE HOURS BETWEEN STARTING AND STOPPING TIMES, BUT WANT TO ROUND
THE RESULTING HOURS TO NEAREST QUARTER HOUR.

Refrain from using all caps, it is considered rude

=ROUND(A1*96,0)/96

In your example: 10.5 means half past ten and 10.25 means quarter past
ten? 10.45 is 27 minutes after ten?
If so you'd rather use:
=ROUND(D13*4,0)/4
