importing PST file

I exported all my outlook to a pst file before my system crashed. I am having
difficulty in importing the pst file.

When I follow the instruction an error message come that the file has no rule.

Can someone guide me though the process

As stated here frequently Export / Import is not the way to transfer outlook
data.
Where is the pst file located?
How are you trying to 'recover' this data file?
