Importing contacts from PST file creates unwanted duplicates

When importing contacts from a PST file, even though I have selected the
radio button that indicates I want duplicate entries replaced by the items
imported, the import process fails to recognize duplicates, and creates them
anyway.

For example, if I were to first export all of my contacts to a PST file, so
that the contents of that PST file were IDENTICAL to the contacts folder from
which it was created, and then import that PST file into my contacts folder
(specifying that entries from the PST file should replace entries in the
contacts folder), the resulting contacts folder would contain twice as many
entries as it previously had (every entry duplicated).

How can I make the import process correctly recognize and handle duplicate
entries?

I don't think you can reliably. Importing doesn't work as well as it should
and is rarely a recommended way to transfer Outlook data. You're better off
just opening the other PST file, copying the data you want, then using one
of the many duplicate checkers to eliminate duplicates:
