Importing Addresses and Saved E-mails

I recently re-installed my OS and since then, I can not
import my address book. Is gives the following error
message....

"A file error has occured int he Comma Seperated Values
(WIndows) translator while initializing a translator to
build a field map.

Outlook was unable to retrive the data from the file
C:/... -.CSV. Verify that you have the correct file,
that you have permission to open it, and that it is not
open in another file."

Any idea why? And how to resolve this issue?

You've left out far too much information.
Outlook does not use an address book.
Outlook does not use CSV format.
Now you explain the rest. State what you are actually doing in precise
detail and with what version of Outlook.

I am using Office 2003. Instead of the address book,
lets refer to it as the contacts list. I exported the
file to CSV format before I formatted my computer. But
now that I have reinstalled, I can not reinstate the
contacts list. Is there a way to possibly convert the
CSV file into something that outlook does recognise, and
why would it allow me to create the file if it is then
going to not let me use it?

Did you back up your data before you reformatted?
Exporting to a different file format does not back up data. It is decidedly
the worst way to transfer information from one installation of Outlook to
another.
You still haven't provided any information on why you can't import this CSV.

What I did was export the e-mails to a CVS file. I also
did the same thing with the contacts. Then when I try to
retrieve them, i get the error message....

I am not entirely sure what other info I can give.

You have learned a valuable lesson, but you have lost your data.
There was absolutely no reason to export your data to another format. Your
data already existed in Outlook's native format. You should have simply
saved and reused the PST file. When you export to another format you invite
the risk for exporting incorrectly and losing data, which is what you did.
If you did not back up your data, you are out of luck I'm afraid.
