importing address book from Express 6 to Outlook 2003

I canNOT get my address book from Outlook Express 6 to my new Outlook 2003.
If I create a new PAB in Outlook, then try to export from OE6, I continue to
get the message that it cannot export and it is prompting me to set up my PAB
in outlook. I have followed all the directions and troubleshooting advice I
have found in the past 6 hours of looking (!!!) I have also tried exporting
my Address book to a csv file and importing. When I then import this in
Outlook as a pab it looks like it is transferring, but 0 records are copied
(no error msg). If I try to import it as an 'other file' I end up with
Email addresses, but not the actual contents of my address book. (this is my
XMas card list and I need the adds. for a mail merge. Many of these do not
even have email adds.) I'm about to give up. HELP!

You do not export from OE to Outlook. You do not use a PAB.
You import from Outlook. File > Import and Export > Internet Mail and
Addresses...

Perhaps I should just ask the question: How do I get my Address book
(created in OE 6) into my new Outlook 2003 as an address book? I want to
ultimately create a mail merge document using the addresses (not email adds)
in my Add. book (WAB). Thank you.
