Important file from system32 missing

The other day my friend gave me this program to play a game. Yet it was the
wrong program and instead this program called BootEditor. I installed it
thinking it was the program the game needed and then some things started
changing on my computer. As I started the computer a RUNDLL error message
appeared. I closed it thinking I would just replace it later on. Then I
logged off and logged back on. This time instead of the normal login screen
with the icon and a place to type your password, a new login screen appeared.
This time a little window appeared saying my full name and the password bar.
Like the one when you have awhen there is a network, similar to the Novell
network. I logged in and then later turned off. On boot, the system asked
me to choose on of 3 options.

1. Win XP Professional
2. Win XP Professional (Original)
3. OS for new boot screen (I have no idea what this means)

I picked the orginal and then logged in. The RUNDLL message appeared again.
So I thought I'd show Mum to see if she knew what to do. But on boot, this
message appeared.

1. The normal Acer screen appeared
2. Invalid boot file- BOOT.INI
3. The follow file is missing or corrupt
<windows root>\system32\hal.dll
Re-install this file

And then it turns off and restarts and keeps looping. I have tried Safe
Mode and other options. No matter what I can't enter my laptop. I though I
might be able to use DOS but no.

Help is greatly apreciated

Try tapping F8 at starting computer,select safe mode,enter xp as
administrator,
i'd suggest typing:MsConfig In run,edit,but be sure what youre doing
first,either
way,the start up tab is where to look,services also...
