Import Junk Email filters

I'm trying to efficiently import filters for junk email to Outlook 2003;
however, right now we can only import using .rwz files. It would be good if
Microsoft either a) allowed Outlook to import filters from Microsoft Word or
Excel files and/or text files, and/or b) provided a free conversion tool to
change files to .rwz files.
