Import fax files ex XP into Vista

Is there anybody out there who understands/knows why the dickens this option
was left out ?
 
I don't know, but I can speculate...

Fax is a pre-PC technology (first patent was 1843 - yes that 1843 is
right) and isn't really of interest to Microsoft and many, perhaps
most, of its customers.
 
No. Oversights have always been a tradition with Microsoft Fax products.
 
Like deliberately suppressing the possibility to scan into a Word document.
